TV ONE'S Founding Date

You all are going to have to forgive my ignorance on this but im new to the site.Ive known about TV1 for quite sometime but ive been really gongho about it lately and ive been getting different answers for when it was officially founded b/c i was jus curious. If there is anyone on here who knows when that is i would greatly appreciate that.
