Dallas, Tex. - In 2011, Paul Quinn College students led the Highland Hills community in a nationally acclaimed movement called "We Are Not Trash". The protest came as a result of residents' outrage with the City of Dallas' plan to force waste haulers to transport trash from all over the city to the McCommas Bluff landfill only one mile away from the South Dallas neighborhood.
Citizens of the community and commercial waste haulers scored a victory when U.S. District Judge Reed O’Connor ruled that Dallas city officials "violated the city’s charter and offered false justifications when they pushed through a law to require all waste collected in the city flow to the McCommas Bluff landfill," according to an October 17th article that appeared in the Dallas Morning News.
In his opinion, Judge O'Connor's wrote, “The Court finds that, despite the City’s proffered justifications, the evidence demonstrates that it implemented the Flow Control Ordinance to raise revenue to advance its economic and proprietary interests at the expense of the Franchisees’ rights. This is an unreasonable exercise of its police powers." (Dallas Morning News)
Despite the conflict, the City of Dallas and Paul Quinn College have maintained a cooperative relationship. Dallas mayor, Mike Rawllings, has visited since the protest and will speak at Paul Quinn's Homecoming Convocation on November 1.
