Is he interested or is she wasting her time?

Ok my friend came to me with this problem. I usually give her advice but this time i had to leave her hanging cause i aint really good with interpreting what guys feel. Anyway She tells me she met this guy a couple of days ago and they seemed to have really hit it off when they first started talking. When they exchanged numbers they decided who was going to make first move and call first. I guess the guy volunteered first and they went their separate ways. My friend said she was sitting by the phone for like 2 hours before she decided she was going to call and see what happened. (My friend always assumes the worst happens when you dont follow through) Anyway the guy answered and told her that he didn't call because he didn't have minutes on his phone. So im thinking it must be prepaid or something but still if he was low on minutes why would he volunteer to call first. U should know how many minutes you have on your phone. Anyway they talked the rest of the night and blah blah blah. Before the hang up he tell her he was going to call her and once again she waits up and no call. This time she doesn't call back, she just assumes that he really doesn't like her and he is playing games. Before she decides she's going to call and cuss him out she bounced the whole situation on me but i couldn't help her out cause im not good with reading guys actions cause i have bad luck with it too. What ya'll think he playin games or what. Is he interested or is he just lazy. Im out
