The Citizen Group of Companies a LLC headquartered in temporary office space in downtown Detroit, Michigan is seeking Letters of Intent to build 1,000 moderately priced, first time home buyer single family residences from Pulte Homes™ and Centex™. Mr. Foster is seeking concessions from the IBEW/NEA local 252 building trades union to employ some 1,000 to 2,000 unemployed Detroiters to serve as apprentices on the multi-stage multi-year project to lower the price point for the prospective buyers and to create living wage skilled jobs.
Fo-Real Co a subsidiary of the Citizen Group of Companies is spearheading the development to be dubbed Belle Acres and Belle Pointe. Mr. Foster says
“The idea of our development and how it differs from Victoria Place is: Firstly; we are catering to the renters that are en masse in Detroit and the metro area as first time home buyers and we are trying to secure HUD monies via the Detroit Delegation in the U.S. House of Representative and the U.S. Senate. Secondly, our acquiring the property from the city of Detroit at under market value will be 100% passed on to the consumer. Where the average price of a home is teetering on $300,000 nationally causing the housing sector to overheat Fo-Real Co’s Belle Acres and Belle Pointe will offer similar size homes from 1,700 to 1,900sqft for $190,000 to $199,000. This will be accomplished by offering wood framed homes built by national award winning builders with skilled and semi-skilled Michigan labor teaming to extend Michigan’s hand in America’s next economic boon.” Mr. Foster concludes, “The key to the project is the land acquisition from the city of Detroit at below market value and the alliance with Labor. In the end, the city of Detroit will be able to collect ad valorem taxes estimated to be at $3,000,000 once the homes are sold. This project unlike others that may be on the table is more enormous, and will stimulate latent developments, whereas those lots now are not generating one iota of revenue and add to the blight and depressed land values in the city. Our project does not ask for 100% abatement-just percentage abatement.”
The project is designed to capitalize on Governor Jennifer Granholm’s Michigan First program that seeks to leverage its organizational capacity by networking with Michigan firms such as Pulte™ conceptually to spur economic recovery in the Great Lake State. Mr. Foster has been in contact with the Detroit Mayor’s Office; the Detroit City Council, Comerica™, Chase™, and LaSalle™ banks as well the Pulte™, Centex™ and IBEW/NEA local 252’s national office in D.C.
Mr. Foster is a product of the Detroit Public School’s Southeastern H.S. He graduated Cum Laude in American History from North Carolina Central University with a minor in Government and recently was a graduate student in the Horace H. Rackham School of Graduate Studies at the University of Michigan seeking a MPA degree.
