The president was firing back at comments Rice made before Congress last week, when she called Chavez a “challenge to democracy” in Latin America.

Last week, Rice’s testimony in Congress led to Chavez calling her "the imperial lady." He said Sunday that the Bush administration would fail in its attempt to foster international opinion against Caracas, and accused the U.S. of encouraging transit strikes and other unrest to destabilize his country.
"Venezuela is free and however much they may try to instigate internal movements here, we will defeat them," he said.
