Community Capacity and Positive Supports Supervisor - Human Services Supervisor 4

Job Summary

Job Summary

The Community Capacity and Positive Supports Supervisor is responsible for planning, administering, and supervision of multiple policy and program areas, as well as specific projects and Centers for Medicare & Medicaid Services (CMS) compliance/eligibility-related activities within the Disability Services Division (DSD), Community Supports Administration (CSA), and other administrations within the Department of Human Services.

Job Responsibilities Include:

•Implements strategic planning and manages programs, functions, services, and projects of the Community Capacity and Positive Supports unit within DSD.

•Supervises the efforts, develops the expertise of professional staff having a variety of disability specializations, and steers unit operations during health and human services policy transitions while ensuring productivity, integrity, and quality of the unit’s decisions and project outcomes.

•As the supervisor for the DSD Community Capacity Building (CCB) and Positive Supports teams, you will provide direction and oversight in the design, development, and monitoring of improved delivery systems and clinical processes across the state for both the private and state operated services.

•Provides direction and oversight in the development and implementation of new strategies, programs, and systems to change current services and supports programs in alignment with the goals and requirements of the Positive Supports Rule, positive behavior practices, person-centered culture, and related rules/policies/practices and best practices.

•Initiates and responds to legislative proposals, addresses high visibility issues, formulates responses to challenges, integrates and coordinates operations activities, and participates in strategic planning for the future

Qualifications & Requirements

Minimum Qualifications:

•Supervisory or other leadership experience OR completion of leadership development program (L4, Emerging Leaders Institute, etc.);

•Four (4) years of advanced professional work experience in one of the following:

◦Health, human services or community supports policy; OR

◦Program management of health, human services or long-term services and supports.

Experience must demonstrate the following:

•With state / or federal policies and programs; regional or local delivery systems, providers, or standards related to crisis services and serving people with disabilities (e.g., physical disabilities, developmental disabilities, brain injuries, complex health conditions, mental illness);

•Conduct policy, program, budget analyses and evaluation; plan and implement policy, program, or operations changes; and

•Communicate professionally and effectively with a large variety of stakeholders, legislators and people who receive supports and their advocates, in person and in writing (e.g., write technical documents, rules/policies/procedures, narrative and non-narrative documents, public speaking) in a manner consistent with audience understanding.

Preferred Qualifications:

•Bachelor’s degree in psychology, social work, education, public health, or related fields.

•Supervise and direct work groups of individuals and coordinate task forces/committees.

•Plan, organize, and set up innovative models for operation and development of administrative processes.

•Knowledge of organizational change management and systems change strategies and applications
