Job Description
HR ASSISTANT (OA)
  • Review reference materials and research manuals for information related to regulatory and procedural aspects of program and/or special studies.
  • Respond to questions concerning benefits such as leave accrual, life insurance, health benefits, retirement and/or FICA coverage, and special pay for certain occupations.
  • Compile staffing and recruitment data to determine on-board strength, vacancy rate, declination rate, turnover rate, acceptance rate, retention rate, recruitment success rate etc.
  • Review and process personnel actions.
  • Maintain responsibility for statistical and data gathering related to recurring and special one-of-a-kind reports through HR systems.
  • Review documents and applications, assure data entry is complete and accurate to meet policy, regulation, accreditation and industry standards.
  • Submit candidates through proper channels for background investigation, fingerprints and employee physical.
  • Give and receive information, render advice and assistance, discuss technical personnel issues.
  • Provide regulatory, procedural, and statutory information to clarify issues.
  • Resolve problems by influencing or persuading people working towards mutual goals.
  • Interact with HR coworkers, VA employee at all levels (administrative, management, etc.) union representatives, and representatives from other agencies.
  • Secure necessary information and resolve discrepancies on actions with organizational contacts.
  • Analyze factual data, identifying the scope or nature of the problem. situation or evaluation.
  • Triage correspondence and communications to determine which require immediate attention and which are of a confidential nature.
  • Ensure accurate data is entered and maintained in various HR systems/programs in accordance with guidelines and retention dates.
  • Provide administrative and technical direction.

GS-05/GS-06/GS-07 grade level: One year of specialized experience (equivalent to next lower grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but are not limited to work that includes working in a Human Resources environment in a technical or substantive clerical support position performing work in any of the functional areas of a modern human resources office (recruitment and placement, classification, employee relations, employee benefits) or a similar work setting where the maim intent is to provide clerical and administrative support services, explain processes and procedures, and answer inquiries pertaining to Human Resources programs and operations. Must demonstrate experience using a computer to enter information into an automated system. Specialized Experience claimed must be documented on your resume.

Applicants may substitute education for the experience required for the GS-05 level.

OR
Applicants may also combine education and experience to qualify at the GS-05 level.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal 100 percent to qualify. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% pf graduate education is required) and 6 months of creditable specialized experience (i.e. of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must alos meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-06 position you must have served 52 weeks at the GS-05. For the GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must hav been held in Federal service. As SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

There is no educational substitution for the GS-06 and GS-07 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
