Strategic Survey Research Coordinator - Agency Policy Specialist|
The Strategic Survey Research Coordinator primary responsibility is to coordinate the Department of Human Services (DHS) agency-wide approach to survey and opinion research, analytics, and evaluation through communication, guidance, and assistance to the Commissioner and Senior Management Team, with the goal of improving and maintaining accountability to clients and taxpayers. This includes: (1) providing agency-wide oversight, guidance and technical expertise around opinion research to improve the quality of services delivered and minimize waste, (2) collaborating agency-wide, as well as with external stakeholders to improve agency and program performance and outcomes through the use of survey and research methodologies, (3) providing formal and informal consultation services and guidance to agency leaders to ensure the alignment of DHS survey and research capability with business evaluation needs; and (4) making recommendations to support initiatives and decisions that cross the agency that are based on an understanding of long-term patterns, trends, and predictive capacities.
In addition, this position is focused on providing administration-wide understanding of services in order to drive decision-making and policy development at the highest levels. The incumbent will have a mix of high level problem-solving abilities and skills, particularly as it relates to research and evaluation. He or she will be a systems thinker, focusing on outcomes, and will work as part of an internal consulting division focused on improving performance of DHS and its county partners

Qualifications & Requirements
Five (5) years of specialized professional experience in opinion research, including surveys, survey design, focus groups, interviews, usability testing, or program evaluation principles and practices; must demonstrate experience in the following:
•Experience with methods of research design, survey sampling, data collection, quantitative and qualitative survey research and analysis, and interpretation;
•Experience in at least one advanced statistical software package such as SAS, SPSS, or S-Plus;
•Expertise in Snap Surveys or other survey design programming software;
•Data visualization and report writing of survey findings;
•Coordination of complex, cross-department initiatives;
•Training or workgroup facilitation; and
•Excellent verbal and written communications skills sufficient to synthesize and organize large volumes of complex information and ideas and to present them in a succinct, easily understandable fashion.
•An advanced or Bachelor’s degree in marketing, business, social sciences or related field.
•Experience with Tableau software
•Knowledge of DHS programs and their interrelationships and an understanding of human services policy and procedures, and of government functions and relations;
•Experience using one or more the following continuous improvement tools: Lean, Six Sigma, Baldridge, Balanced Scorecard, Outcome Evaluation, Results Based Accountability etc.
