Civilian Pay Technician

Duties of the position are but not limited to:Incumbent processes a wide range of automated payroll actions for employees appointed under different personnel systems, each with unique pay accounts;she/he ensures the proper application of pay regulations for actions such as appointments, promotions, reassignments, separations, awards, pay adjustments, extended leave without pay, and return to duty of civilian employees of the Department of Veterans Affairs. She/he applies pay and leave laws, rules, and regulations regarding entitlements to overtime, differentials, hazardous duty, holiday and special pay rates; reviews, analyzes, and takes action on time and attendance reports for Title 38, Hybrids, Title 5, VCS, Fee Basis, part-time, and intermittent employees to determine proper application in regards to pay, leave, deductions and benefits. Prioritizes and manages routine and non-routine tasks within restricted timeframes; reviews computations and completed work for accuracy in a timely manner to meet transmittal deadlines. Provides training in all phases of payroll and acts as a liaison for DFAS. Researches and codes changes to employee records

including taxes, insurance, benefits, deductions, uniform allowances, annual leave, sick leave and compensatory time balances, pay continuation, OWCP, LWOP, military leave usage, residence address, direct deposit and electronic fund transfers, premium pay entitlement, fund control points and annuity payments. Researches and codes pay and leave adjustments into DCPS; Conducts extensive review of leave records in support of such activities as Leave Buy Back under the Office of Workers Compensation Program, the Voluntary Leave Transfer Program and leave inquiries; Reviews and analyzes time and attendance reports, adjustments due to corrected timecards, personnel actions or computer-generated errors and enters proper adjustments into DCPS

Work Schedule: 8:00 a.m. to 4:30 p.m., Monday through Friday

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would include experience that is typically in or related to the position to be filled that equipped the applicant with the particular Knowledge, Skills and Abilities (KSAs) to successfully perform the duties of the position.

There is no educational substitution for the GS-06 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: The work may require some physical effort such as sitting, standing, walking, bending, filing, or lifting up to 50 lbs.
