ALL US CITIZENS. DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (COVID-19 - VA 005) in-accordance with 5 U.S.C. 3304(a)(3) and 5 CFR 337.205(b)(1)-(4).
The incumbent independently handles all administrative duties surrounding our American Psychological Association-(APA) Approved Psychology training programs. This includes updating the internship website and fellowship materials; answering all telephone inquiries from perspective candidates; reviewing returned applications (approximately 450 annually) for completeness and accuracy in compliance with APA and APPIC regulations; prepares data sheets on applications received; prepares files for program faculty review; Schedules and coordinates applicant interviews
(approximately 100 per year) with the 45 faculty members of the internship at 6 sites; independently prepares an analysis of faculty ratings of candidates interviewed and draft final candidate rankings, 1n accordance with the guidelines of the National Matching Service, for Co-Directors' approval; submit final rankings to the National Matching Service; acts as liaison between the 20 or more new interns, the VASDHS Education Service and Human Resources, and the University of California, San Diego Department of Psychiatry in completing necessary paperwork for employment; facilitates new intern orientation to the VASDHS Psychology Service and the MHCL; as well as provide general clerical assistance to this program on a daily basis. These tasks require adherence to complex national guidelines, multitude of independent judgments, and decisions based on advanced knowledge of APPIC and APA guidelines and the day-to-day running of the Internship Program. The incumbent must also create and revise procedures and forms as they apply to the Internship Program and as national requirements for predoctoral training change.
Incumbent works with the Co-Directors in the preparation of the schedule for the Internship Seminar Series lectures for the year and independently monitors that the speakers are available and that all evaluations are complete. Incumbent is responsible for tracking of clinical training evaluation forms for the interns at 1.5, 6, and 12 months. Incumbent acts as liaison between Chief Intern and Program Co-Directors, which often entails independently solving problems and initiating appropriate solutions. Employee is also responsible for all APA/APPIC-mandated files on current and previous interns and all correspondence relating to the internship program.
As directed, incumbent will prepare paperwork necessary for hiring new and temporary employees. This will be performed in accordance with HRM regulations. This includes gathering data from multiple sources, documenting compliance with prerequisite credentialing materials.
Incumbent is responsible for processing and tracking all WOC employees for the MHCL. This includes initial processing, extension of appointments and termination of all student Workers in a timely manner. Incumbent is also responsible for processing of all WOC appointments in accordance with HRM requirements.
Incumbent is one of the timekeepers for the MHCL and acting as alternate timekeeper at any given time. He/she informs employees of timekeeping procedures and regulations regarding tours of duty, leave of absence, Family and Medical Leave Act, authorized absence and travel requests and reporting as needed.
Incumbent serves as a Purchase Cardholder for the MHCL. Maintains fund control points (FCPs) including ordering, monitoring, receiving, tracking and delivering supplies ordered to Service staff. Ensures that expenditures are always maintained within fund control point authorized amounts. Tracks and reports balances as requested.
