The Chief of Planning and Outreach provides full line responsibility and oversight of the administrative and operational functions of the Planning Office. The incumbent reports to the Deputy Health System Director and is a full member of the SFVAHCS senior management team, and as such works on a day-to-day basis in partnership with the Director and the other Executive Leadership Team members. The incumbent participates fully in policy making and management decisions affecting the organization.

The Chief of Planning and Outreach delegates authority as appropriate and holds managers responsible and accountable for the performance of programs, and services under their supervision and management. Incumbent is responsible for assessing performance of subordinate staff. Incumbent promotes labor-management relations by keeping close contact with the Human Resources Officer and actively works with Service Chiefs in meeting affirmative action goals, and enforcing the Equal Employment Opportunity (EEO) Plan.
The Chief of Planning and Outreach has responsibility for every aspect of planning for new or expanded health care system capital improvement. This requires extensive collaboration with local, state, and federal organizations to promote the project and provide groundwork for inclusion of Small Disabled Veteran Owned Businesses and local businesses. The incumbent serves as a focal point for day-to-day issues related to SFVAHCS planning; makes decisions affecting health system planning; seeks guidance and approvals from the Deputy Health System Director on issues with broad monetary, operational, or policy implications.
The incumbent works directly with reporting services/Service Chiefs in the formulation of budgets for their respective Services; works with the Fiscal Service in gathering data from past expenditures, changing priorities in operation of programs, and advising management of shortages and ensuring the use of cost effective measures.
The Chief of Planning and Outreach is responsible for conducting formal presentations to diverse audiences at all level and serves as the primary voice of this project in media interviews regarding health system planning. Additionally, the incumbent participates in public speaking engagements, meetings, and public relations events. The incumbent assists with media relations for the health care system, establishes and maintains good relations with various civic and professional groups, service organizations, accrediting agencies, volunteer worker groups, news media, and the community at large, as well as individual contacts with patients, visitors, and individuals in the community.
