Summary

King County Water and Land Resources Division (WLRD) protects, restores, and manages King County's water and land resources using the best available science, innovation, and collaboration with its partners and the community.

The Finance and Administration Section is looking for a Business and Finance Officer IV to lead the Finance and Accounting Support (FAS) Unit within the Finance and Administration section. This unit is responsible for providing financial and accounting support to other finance and program staff across the Division. This position will lead the staff who support the development, preparation and justification of our biennial budget; support staff in financial and accounting functions; conduct internal compliance audits and coordinate with various auditors on an annual basis; develop financial and accounting processes, standards and procedures; lead year-end fiscal processes, including preparation of reports; communicate financial information to a variety of audiences, and provide policy recommendations. We are looking for a self-starter with strong financial skills, accounting knowledge and systems expertise, a keen attention to detail, and the ability to work in a fast-paced environment with shifting priorities.

WORK SCHEDULE: This is a full-time career service position that works a 40-hour work week,  Monday through Friday with some evening and/or weekend work, as required. This position is exempt from the provisions of the Fair Labor Standards Act and is not overtime eligible.

Job Duties

  • Supervise professional and technical staff in the Finance & Accounting Support Unit; including assigning work, coaching and training, and approving time.
  • Serve as the Division's compliance officer and perform analysis of existing financial and accounting policies and operational procedures to ensure compliance with Division, Department and County policies; recommend and implement corrective actions, as appropriate.
  • Lead accounting functions including receivables (billings), payables (procurement), audit, compliance and internal controls; Develop processes to test internal controls across the Division.
  • Act as the primary liaison for the Division with central groups such as Finance & Business Operations Division (FBOD), Business Resource Center (BRC), and auditors (internal & external); Provide guidance and recommendation on important fiscal and accounting policy matters.
  • Manage/coordinate Surface Water Management (SWM) billing process, including annual billings, customer support, research and issue resolution; coordinate with the County’s IT division to manage the SWM billing application and incorporate new client cities interested in contracting with the County.
  • Manage/coordinate support for Operating & Capital programs/projects, including budget development, grant billings, tracking and reporting; including review and approval of audit responses and billing documents for a variety of reimbursement grants and contracts.
  • Develop and manage the process for approving changes to the Division's financial structure.

Experience, Qualifications, Knowledge, Skills

EXPERIENCE & KNOWLEDGE:

  • Bachelor's Degree in Finance, Accounting, Business or Public Administration, or related degree; OR an equivalent combination of education and experience.
  • At least five years of advanced level of accounting and financial management experience, including the development of audit programs and procedures.
  • Prior experience leading or supervising a team and/or project to direct the work of other staff members.
  • Knowledge of generally accepted financial, accounting, budgeting principles and techniques, including auditing and internal controls.
ABILITY TO:

SKILLS:

  • Proficiency with Microsoft Office products, intermediate to advanced level in MS Excel.
  • Experience in Cloud computing environment and use of Microsoft SharePoint.
  • Experienced in use of relational databases and business intelligence tools.
DESIRED QUALIFICATIONS:
  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA) designation.
  • Familiarity with federal, state and local audit requirements for grant administration, King County programs, funding sources, policies and requirements.
  • Experienced in the use of King County financial systems and tools such as Oracle EBS, Projects/Awards, Grants, BI Insights, Hyperion, etc.
